Know when Form Q is relevant, what information is required and why the deadline matters.

Before acting, read the specific notice or assessment you have received and verify current procedures with HASiL. Individual circumstances may change the appropriate response.

At a glance

  • Start with the actual notice or return, not assumptions about the case.
  • Keep a dated record and safeguard original documents.
  • Verify relevant procedures with HASiL before taking formal action.
  • Seek qualified advice where deadlines, disputed assessments or investigations are involved.

Check applicability

Form Q is the prescribed appeal form for relevant income tax assessment appeals under section 99.

Act within the applicable period

The general statutory window is 30 days from service of the notice; confirm the calculation for your case.

Prepare the grounds

Set out the assessment disputed, years and reasons, using supporting documents and an authorised signature.

Check filing channels

Official HASiL guidance explains how and where eligible appeals may be submitted, including relevant e-services.

When to ask for professional support

Professional advice is especially important where an official deadline is imminent, the amounts are material, multiple years are affected or the notice concerns an investigation, statutory appeal or cross-border transactions. Confirm the credentials and engagement terms of the individual responsible for regulated work.

First identify the document you received

An audit letter, a proposed adjustment and a formal notice of assessment are not interchangeable. The statutory appeal route depends on the assessment and its legal basis. Preserve the complete notice, envelope or proof of service, and identify the relevant tax type.

The prescribed process matters

Under general section 99 income tax appeals, Form Q and the applicable time period matter. HASiL guidance describes a general 30-day period from service of the notice. Never calculate the last day using a website article alone: obtain case-specific confirmation.

Grounds should be specific

Identify the disputed assessment, explain each contested point, and link factual claims to contemporaneous evidence. A broad statement such as “the amount is unfair” is less useful than a structured explanation of the computation or treatment in dispute.

Check electronic filing eligibility

HASiL now lists e-Rayuan Taksiran for eligible Form Q and Form N submissions, but excludes certain categories including investigation assessments, capital gains tax and withholding tax. Older downloadable instructions may differ, so verify the permitted submission channel for your specific case.
